Does jira cloud for premium versions have limitations for Automation in order to develop conditions,validators and post functions.

Even in case of premium, certain factors are limited (rightly so!), although with a higher quota than the regular tier.
conditions, validators and post functions are elements of workflows and have nothing to do with automations. Maybe that is what your question is about - these are essentially different things.
You cannot use automation to add conditions or validators to a workflow. You can - on the other hand - automate actions in response to a status change from a workflow. In that scenario, automation and post functions can be mutually exchangeable. The main thing to note here is that you have a limit on the number of automation executions per month, while there are no limitations on the number of post functions you can execute. Again - these are different things. For Jira Cloud Premium, the automation rule limit is 1,000 rule executions per user in your plan (so 500,000 executions if you have 500 users).
On a final note: Atlassian is currently preparing a switch to a new workflow editor, where conditions, validators and post functions are being replaced with rules. This does not impact the difference between built-in workflow components and automation, but it is an upcoming change worth noting.
