Does cloud version Jira Support these features?

Consultation information – collection and tracking of the services business clients receive referrals to other support organizations, and any consultation notes?

Client satisfaction – follow-up collection on the client’s satisfaction with the services they received?

Client follow-up – follow-up with business clients to determine if they have started their business, hired additional staff, received additional investment, or expanded their operations?

Yes.  The first and third ones of those are processes not features really, but you can easily configure Jira to be the process engine behind them, automating some of it, and be the place to keep all the data.

Jira Service Management does have automatic "customer satisfaction surveys" for following up on client requests.
