With standard moving from 10K to 20K users will Premium and Enterprise also be limited to this or will they eventually be able to handle more users? Or will the user limit remain even for all plans.

User limits are currently the same on all plans, but while you mention the move from 10k to 20k supported users, behind the scenes Atlassian is already working towards supporting 35k users per site. I am quite sure we'll see those numbers grow over the coming years on several occasions and see the announcements on what will fit into each plan.
Apart from just user count, there is also a set of additional features and a different licensing model with the enterprise plan. Enterprise offers a single license per user, with which they have access to multiple sites. Quite different than the traditional per product licensing model of other plans. Also specific admin controls and privileges related to data residency e.g.
