This is a bug in NextGen project's Backlog. When you switch to the issue that has been modified while having the browser tab open from another issue, the issue name that was initially on tab opening is displayed in the right part of the screen for 0.5-1 seconds.

I'm not sure if I followed the same steps as you, but when moving an issue from a project to another, if you click on the old link, it's a normal behaviour to show the old issue key very fast on the URL and then show the new one.
It happens on Cloud and Server and it's not a bug.
As I mentioned, I'm not sure if I followed the same steps as you.
The link you added is from a private issue so I can't access, if possible, please send us a gif or upload the video on another platform.

This is a bug in NextGen project's Backlog. If you edited an issue's name without closing or updating the browser tab, old issue name is displayed for 0.5-1 seconds on switching to that issue. On 0.01 I hover the mouse over the issue, and on 0.03 I click on it and see the bug in the subsequent seconds.
