Does Jira cloud support downloading 7zip attachments that are password protected?

Is there an issue with downloading 7zip or 7zip password protected files through JIRA? A user is trying to download an attachment from JIRA that is 7zipped and password protected. The UI doesn’t seem to do anything when they attempt to download it. Other attachments in the same issue are downloading without problems.
