As far as we understand, VisualSVN is an Apache Subversion client designed and implemented to provide Subversion version control, which also provides an interface to perform the most common revision control operations.
That being said, you can surely use the Subversion repository URLs provided by VisualSVN for indexing them in Fisheye and checking them out in Bamboo.
As for Jira, there are some third-party plugins that allow integrating directly with Subversion, but your best option is to add SVN repositories in Fisheye, and integrate Fisheye with JIRA for taking advantage of a lot more features.
