Is there a JIRA team that helps organization set-up the JIRA software for Software Project Management?
In general, you don't need it. Jira Software is built for Software Project Management off-the-shelf.
Click "create issue", select the right sort of project, add users to it, you have a Software Project ready to use.
If you want help with usage and configuration (i.e. modifying it so that it matches your desired process instead of Atlassian's generic defaults), then there is training from Atlassian University and Solution Partners, who will also do consultancy work to help you. Plus of course, you can always as here.

I work for one of them, so any answer I would give could be seen as biased, or sales like.
So, I would start at https://www.atlassian.com/partners/search?page=1 instead of asking me.
Personally, I would lean towards ones who can provide a local consultant who can easily visit you if you are interested in training or hands-on configuration while you learn from them - it's a lot easier in person. If you want to just have them do everything and not visit you, then I think most of us are happy to work remotely.
