Do webhooks hang when calling a system that is down?

Our admins won't let us utilize webhooks, stating that in the event an external system is down, executing a webhook to that external system will cause a significant impact on overall JIRA system performance.

Hi John,

WebHooks shouldn't cause performance issues for Jira if the external system it's trying to reach is down. If Jira is unable to retrieve any information from the external system and gets an error such as a 404, it will retry 2 more times. 

However, it is not the external system being down that would cause performance issues for Jira rather the number of WebHooks that are being sent/received at any given time that would affect performance.
