Can these header fields be renamed?

These are system fields and are locked and cannot be renamed.

I would envisage not easily, if possible at all (especially if it's Cloud).

I wouldn't recommend it either. It's usually easier to teach users to use the native language of Jira, rather than customising it.

Out of interest, what's the need here?
