Do system admins within Jira have the ability to edit what error messages say when they occur?

As an Atlassian System Administrator, I need to know whether JIRA enables users (sys admins, app admins?) to change the text associated with error messages, and how to change the the text, so that I can begin to offer solutions for implementation to team members who need to address unintelligible error messages generated by the system.  

 

How can we change the text to system-generated messages, such as error messages generated as a part of an issue clone workflow?

While this is not 100% what you're looking for, this free add-on lets you create custom fields that are really messages to users. I use the Message Custom Field (for edit) to tell users how to fill certain things out. But this is only for creating, transitioning status or editing issues. It wouldn't appear in the Clone dialog.

 

There really isn't another way to modify this out of the box, some other add-ons may have this capability.
