Do all users need to be off when running a JIRA backup?

We are running JIRA Cloud version. The instructions and documentation do not state but am curious, what if any, impact there is if users are still logged in.

There won't be much impact, maybe slight performance issues.

Take note of when you performed the backup, there might be issues created while the backup is executing that won't be included.
