We have users which have left the company and have been deactivated, so they are not counted as Active users within Jira.
Do the add-on apps charge according to the total numbers of users, even if those users may have been deactivated or suspended?
Hey @Kevin Miller , the helpful answer from @Marc - Devoteam is correct for plugins, but not true for external apps that integrate with Jira. On the Atlassian Marketplace you'll find both, so it's a case of checking whether they're actual plugins or not.
Apps that integrate with Jira (using a two-way/bi-directional integration), BUT sit outside Jira do not typically require you to purchase the same number of licenses as you use for Jira, because you don't access the app through Jira.
Instead you just buy as many licenses as you need for people to use the app itself.

Thanks, this makes more sense based on what I'm seeing for the add-on apps we're using ("free up to 10 users").
What's not clear is whether those add-on apps with look at Total Users (we currently have 9) or just the Active (7) users to set the fees.
Unfortunately, we're a small subsidiary of a large org, so if my user count requires a charge, I have to run through hoops to get budgetary approval despite the small charge.
If I add two more Active Users, is my User count 11 and we'll start paying fees for the add-ons?

This is based on the user tier licensed for the related Atlassian products.
So if you Jira has a 100 licenses and JSM 50, the app needs to be purchased for a 100 users.
