We need the ability to administer our Atlassian products with a separate, administrative account. These secondary accounts are not assigned an M365/O365 license. Whenever I perform a sync of the directory, the group comes over fine but the members of that group do not.
I'm not an azure ad admin, but relating to theory I suspect yes.
This is my conclusion due to the fact that you login with SSO via the azure ad IDP.
Because that is how the logon works, but you can best ask Microsoft or reach out to Atlassian Support
