Jira uses "issue" as the generic term to represent any issue/ticket created. You can have many "types" of issues, e.g. Bug, Story, Task, Epic, Feature, etc...
this allows you to create a solution that fits your needs because you can define any type you wish.

Jira provides you the flexibility and depending on your project convention different issues can be used. So, it's with people who are using these issues and workflows to maintain as per requirement.
