That would probably require adding a validator on create screen that will prevent from creating the ticket and will show a custom message or static message custom field that is added by for example free JIRA Toolkit plugin (https://marketplace.atlassian.com/plugins/com.atlassian.jira.toolkit/cloud/overview) or simply edit description of one of the fields and include a message
