When I try to delete my account I get this message: "Your account can't be deleted because: User is last billing admin of a transaction account that has one or more active entitlements."
What is that about?

this is not really about deleting the account itself, it is blocked because of billing ownership.
That message usually means you are the last billing admin on a billing account that still has active subscriptions or trials.
So before you can delete your account, you need to:
either add another billing admin and remove yourself
or cancel the remaining subscriptions
I would check admin.atlassian.com → Billing and look at your roles and active subscriptions there.
Once you are no longer the last billing admin, the deletion should work.
