Is it possible that somehow after a certain period of time, some information from some custom fields in jira to be deleted? As well as comments?

I came across a similiar discussion lately and I think this topic required further discussion with several parties on an organizational level before taking any technical approach.
The case I learned to know determined that information like the one you probably are referring to must not be inserted into Jira. That made a technical discussion on how to delete several information after a time X obsolete.
If you really need to do it there might be an App (like Joe said) or a hand-crafted solution made for you by a developer.
An additional idea - in case "hiding" would suffice - is to put the issues after a time X to a Security Level. Compared to all other options this should be quite easy to achieve.

I understand government regulations. There isn't anything built into the Jira. You might be able to find a plugin in the marketplace.

Not sure what you're asking. Do you want to delete information the users have put in the fields and comment? If so, from a historical integrity perspective I think that is a bad idea. Actions may have been taken based on that information. The available selections in a select list can be 'retired' so they won't be available any more, but are still maintained in issues when they were relevant. .
