I cannot delete my Atlassian account because I am listed as the last billing admin with active entitlements, but I cannot find any subscriptions. Please remove me from all billing accounts or list them.

Atlassian blocks the deletion of personal data for primary billing contacts and primary technical contacts to ensure that customers can maintain a business relationship without losing access. If you’re an individual user who’s also the primary technical or billing contact for a site and you want to delete your Atlassian account, you’ll need to either assign another person to be the primary technical or billing contact or delete your site.

Sounds like you have an org or site tied to your account and that is why you cannot delete it.
Go to Admin.Atlassian.com, top left will show your org, look under the billing section, you will see your apps here.
You have to click manage next to the one and then click delete to remove them. After you should be able to delete your account.
But if you still have trouble at that point you might need to contact Atlassian support.

That's the problem Jason, I can't contact them. It says I don't have a URL so I can't even get a support ticket.

Understood, it looks like you are discussing this with Atlassian support now in the comment from @Shalini Pradhan so they should be able to get this resolved for you.
