Are you trying to ask a question about performance degradation, or are you trying to contact Atlassian about this issue for your environment?
If your users are experiencing performance issue I would first look at Atlassian's Status page to see if there is an active incident.
If there is not, and the degradation is severe or prolonged, I recommend that you contact Atlassian Technical Support by opening a case at:
https://support.atlassian.com/contact/#/
You may also want to look at the networks being used by your users to see if there is better performance through a different network; i.e. if they are connecting through a VPN see if the performance is better if they don't use a VPN.
Performance when viewing issues can also be impacted by third party apps, especially if those apps are adding information to the issue view. If you have such apps, you may want to check if those vendors have a Status page available where they might be reporting an incident.

This was the first time multiple users at my workplace experienced this issue of being unable to view certain items (such as issues), my original intention was to open a case. However, now I understand that this is not the appropriate channel for that. As some time has passed, it appears this may have been an internal network/vpn challenge as the issue is no longer present and the Jira status page shows operational still.
