Default the New Jira issue view for software projects to Off

How do I default this to off for all users initially?

Hi Dan,

There's no toggle setting available to site administrators for the new issue view. Users who want to opt-out will need to do it individually from their profiles. If you're not already familiar with where that's at, click your Profile icon in the left toolbar, choose Personal Settings if it's there or Profile if it's not (the text may differ from site to site) and then flip the New Jira Issue View toggle off in the Labs section.

While it's a significant change for people already familiar with Jira, user testing has shown that folks using Jira for the first time more easily understand the new issue view.

We just had the new view turned on for our JIRA instance lat week and I have gotten lots of negative feedback. I have shown people how to disable it in their profiles but that does NOT work. Its a total shambles.
