Dashboard where Y-axis consists of constant values

I created a two dimensional dashboard based on a field 'Category' for Y axis.
'Category' is a dropdown field with 20 options in it.

Right now if I view the dashboard, Y axis shows rows with 'options from Category field' as values only if at least one ticket has that option value selected.

I want to make sure all 20 options under 'Category' field are shown in rows on dashboard , irrespective of any ticket having those values.

How can I achieve this ?

Unfortunately, you may have to look in the marketplace for reporting plugins since what you are requesting is not possible.  

Give them a try and keep the one that works for you.
