Following the documentation for Connecting to GitHub Enterprise (on-prem) (https://support.atlassian.com.rproxy.goskope.com/jira-cloud-administration/docs/integrate-github-with-jira/)
Step 2-10 - Grant Access when prompted. I get prompted. I Authorize and I am redirected back to the DVCS screen with this error:

Error obtaining access token. Cannot access {https://scrubbed url} from Jira.
We've verified access to our on-prem github from Jira IPs. I receive the prompt to Authorize the OAuth app, but this error is stopping everything.
We are using SAML for user logins.
