I am looking für the DPA / contract for the migration assistant.
As the standard DPA does not cover the special situation of the "migration project form on premise to cloud" with firewall-rules-changes and unclear migration-services outside of EU (?) (while target-Cloud runs in Frankfurt), I search for the DPA for the migration project.
Is there something available, describing the processes of the migration assistant?

The Jira Cloud Migration Assistant is an app installed on the self-hosted instance, Jira Cloud Migration Assistant | Atlassian Marketplace. So, if the self-hosted instance is in the EU and the target Cloud is hosted in the EU, I would have thought you were okay.
There is some documentation here, Migrate your Atlassian Server to Cloud | Atlassian Support, but I didn't see any specific mention of a DPA. You might be better off opening a ticket with Atlassian to ask for this.

my question comes from not knowing, if "self hostetd in EU and cloud hosted in EU" means "migration without leaving EU".
That would be great, but I miss the clarity of that assumption.
As standard DPAs describe running systems without intervention of specialists I am not sure, if the practices during a migration are covered by the the standard DPA.
As the DPA says nothing about migration purposes, I would be happy to hear details from somebody who migrated "from EU to EU", if your assumption is valid.

This is the community of other users, like you, so even if other people have had the same experience, if you are searching for product documentation or to gather evidence for GDPR compliance, you should contact Atlassian.

I am asking for experiences of other users using the migration assistant.
Did they receive a migration-assistent-DPA or did they migrate without?
Did they have any compliance issues with local data protection authorities by relying on the published standard DPA without specification of the migration purpose?
Would be fine to read from others.
