We want to customize login error popup message for existing users whose license got revoked for infrequent access.
Is there a way I can customize this.
JIRA version-8.5.3(Enterprise Release)

You can change the details and messages returned in the login gadget of Jira by manually edit its source files. You can follow the steps below to know how you can do it:
Customize the login gadget in Jira server
Basically, the steps would be:
<jira-install>/atlassian-jira/WEB-INF/atlassian-bundled-plugins/ folder.Create a temporary folder and extract the jira-gadgets-plugin-<version>.jar file there:
jar xf jira-gadgets-plugin-6.4.13.jar
login.xml and login-gadget.soy files. For JIRA 7, the file to be modified is only login.soy.Create a new JAR container after modifying the files and name it the same as the original JAR file (e.g. jira-gadgets-plugin-<version>.jar).
jar cvfm jira-gadgets-plugin-6.4.13.jar META-INF/MANIFEST.MF ./*
P.S: The same error message could be returned in multiple scenarios, not only when the license got revoked for infrequent access. That being said, be aware that this change might affect other login problems as well.
Always remember to backup the files you modify so you can rollback in case anything goes wrong in the process.
