Will it be possible to customize Jira's login page to include a 'Terms and Conditions page'?
Once the users click on 'Accept' button only then they should be able to log in successfully.
What would be the best way to achieve this?

You are able to edit the System Dashboard and change the text from the Introduction gadget. This means that you can go from something like this:
To something like this (you can use HTML tags to organize your text):
What i don't think is possible is to allow the login after the user accepts the terms and conditions. Maybe you can check the marketplace for an app that will allow this behavior.

Will it be possible to allow login and then a page appears with 'Terms & Conditions', and only after checking the 'Accept' checkbox the user is allowed to go further.
Also can the page with T&C be added conditionally, so that it is displayed only for Customers (external users)?

No, i don't think that any of this is possible. What you can do id add a text in the first line indicating that when a user access the application is accepting the T&C.
I know that maybe this is not a perfect solution but you can't easily modify this behavior. You can always change the app templates and classes, but it's strongly recommended that you do not change this files. This can create many different problems.
