Your problem sounds like there is something wrong with permissions.
First, please check if all of the people who should be assignable have a valid Jira Service Management license. As you are using a free plan, there are only three Agent slots available.
Second thing to check is the role Service Management Team in the new project. Do all of the people own that role?
