Is it possible to create dashboard in jira on information not directly related to the project, e.g. team members' upcoming performance review, performance rate, project demands, required improvements on the project, etc.?
Currently, all this information is on external services and it's necessary to migrate it to jira and monitor all potential problems using dashboards.
Is it feasible to implement such kind of solution?

Which external service are you using? Based on that information, it will be possible to say if there is an integration of Jira with that specific app.

There isn't really a way to create a dashboard, since Jira even with the integration of this app: https://marketplace.atlassian.com/apps/1220382/jira-cloud-for-google-sheets-official?hosting=cloud&tab=overview won't have the gadget option for google sheets.
Then again, you can use integration.

It would be possible if that data is not in a table, rather within a description of an issue for example.
Confluence would be more suitable for tables.
