I have a custom field named Flagged that is not editable on the New Issue View screen.
When I create a new issue or move the issue between statuses the field correctly appears and the checkbox options can be edited individually as seen in the screenshot below:
However on the New Issue View screen all I see is a generic Flagged icon without the ability to individually edit the options:
For reference here is a screenshot of how I could edit these fields in the old layout:

I believe that Flagged is the name of a built-in field (the flag icon). If you rename your field does this still happen?

I also had the initial thought to try and rename the custom field because it might be conflicting with a Jira built-in field but got blocked with the field being Locked as seen here:

Brandon, I believe that locked custom fields are the built-in ones which are required for Jira to work, or fields added by an add-on. They should not be altered (unlocked). Please look here for more details:

Did you add your custom field, Flagged, or was it added by an add-on product from the marketplace?
