I am trying to have a description template based on the issue type for a kanban board, I compared the configuration to another board it doesn't look the same at all. In the other board you can easily edit the issuetypes to put a template for description while it's not possible for this project I'm editing

What is the Type of the project where you can "easily edit the issuetypes to put a template for description" vs. the Type of the project where you cannot?
You can find that information in the Type column on the View all projects page available under the Projects menu.
My guess is that the projects where you can add a template for Description are Team Managed projects, and the one where you cannot is a Company Managed project.
Template text for the Description field for Company Managed projects is not directly supported, as it is in Team Managed projects, though there is a work around that can be used. Also for Company Managed projects such changes can generally only be made by a full Jira Administrator, whereas in Team Managed projects the Project Admin can make such changes.
I can' t see the project type since I'm not administrator on both projects but I think what you mentioned is right since when the administrator tried to change it for the Company Managed project he saw the field used for multiple screens, can I change the project type ? is there a way to solve this ?

Did you go to the View all projects page under the Projects menu to look for the project type? That page should show the project type to all users, not just administrators.
It is not possible to change the project type. Instead a new project of the desired type would have to be created, and the issues moved from the original project to the new project. There can be data lost during that move.
You may need help from your Jira Administrator if you want to create a new project.
