Cross project realisations versus authorisation management

Context : large enterprise

We use Jira for manage and realise the team backlogs.

Issue :

- We have a dependencies between teams to realise a backlog item. Other teams have to do work to realise the story and/or feature.

- we have a strong authorisation management on our Jira projects because of strategic and risk related issues registered in the projects.

This results in a lot work arounds to initiate related work in other teams and to keep the overview/follow up the status of the story / features.Jira does not offer the ability to show linked issues of non authorised projects. It is all or nothing. Handling it via security schemes is not efficient to solve this issue, already investigated.

What’s the best practise for to approach this issue ? Available plug ins ?

here we have use agile scrum methodology to solve this problem

So do we, but it does not solve the issue on introducing tickets and follow it up by a PO, does it ?
