Creation of a kanban board from scratch without issues for the CLTECH project

I want to modify the CLTECH board and split it in two, one for kanban and one for scrum and whatever kanban create a new board but only kanban

and  I need the kanban board from scratch, no issues but for the CLTECH project.

You can simply create a new board with a filter that looks at the CLTECH project.

You may struggle with "no issues" though - a board is not a container for issues, it is a view of issues.  If you want a board with no old issues on it, you'll need to build that into the filter - maybe a clause of "and created > <date of cut-off>".
