My organization is currently looking to use Jira, and we are establishing different issue types and I am wondering how to make additional sub-tasks and epics for my Project. The user interface for Jira appears to be significantly more simplified compared to service manager, and I am not seeing how to designate a new sub-task or epic type, only at the task level. Is there a way to have this function or is it a limitation of the product?

It should be possible for you to create custom issue types and then assign them to the issue type scheme for the different projects. Is this what you mean? Or do you want to set up a custom issue hierarchy?
Are you a product admin in your Jira instance? If you are a project admin, you won't see the possibility to create and enable new issue types so this might be the issue.

That was what I was looking for in Jira Cloud, but seemingly my project settings appear much more simplified compared to JSM. I am the Administrator for Jira for my organization.
I tried looking at the system setting and I do see the menus I am looking for, but I am unable to apply any scheme to my Jira Cloud projects.
My customer was looking to have separate Epic types, each with their own field configs, separate from the default epic, so they can have both options for their work.
