I have Advanced Roadmaps - I see the plans tab and have been able to create a test Plan. Now I am trying to create Initiatives at teh project level under Project Settings/Issues. There is no Initiative option. I'm wondering if thats because the owner of that project doesn't yet have premium, advanced roadmap rights. Does my whole team need to have Premium in order for me to fully use Advanced Roadmap?

First, Advanced Roadmaps for Jira Cloud is a premium feature only accessible for teams/organizations on the premium or enterprise plan. Meaning your entire organization must be subscribed to the Premium plan as a whole, you can’t have a mix between some people using the standard and some people using the premium plan features.
Second, if you are on Jira Cloud premium and are unable to see or add the initiative option, it’s likely that an initiative issue type has not yet been created by your Jira Administrator.
Then, add the issue type ‘Initiative’ to one of the projects that you're including in your plan. To complete this step, again you must be a Jira Admin (i.e someone with the administrators global permission in Jira Software.)
Following this, In Advanced Roadmaps administration, then you’ll have the option to add the initiative hierarchy level. Make sure to map the initiative issue type to the hierarchy level.

Kindly ask JIRA Admin to add Initiative issue type in a project. Issue type is missing in project.
You already have Advanced roamdaps that's why "Plans" option is visible. In Free version, only Basic Roadmap available not Plan option.
