Creating a query to show all child issues of Initiatives in a project

Our Issues are structured as follows:

• All Initiatives are held in a single project
• All child issues (Epics, Stories, Sub-tasks etc) are held in many different projects - Epics are all linked to the Initiative mentioned in point one

I am looking to create a filter/query/board for use in Portfolio/Plan that would allow me to show those Initiatives and child issues (dependencies etc).

I do not have access to any third party tools such as scriptrunner so I don't know if this is possible natively?  Any help or advice would be greatly appreciated
