Is this Jira Cloud or Jira Server?

If Jira Server, please let us know what version of Jira this is.

What specific REST endpoint are you using to try to create this project?

Could you also share with us the specific payload you are including when calling this endpoint?  

I'd like to better understand why you are seeing this particular error.
