Created issues going to bottom of backlog, whenever issue created in Jira it should appear on top in backlog, how can we do that.

That's the opposite of how backlogs normally work.

The feature request for this has not been accepted, but is still open: https://jira.atlassian.com/browse/JSWSERVER-5368

I am not aware of any work around myself, I've never been asked this before myself.

I would probably solve this by investigating how the "Rank to Top" issue operation works and writing an Event Listener to perform the same function for newly created issues.

This would be plugin development though.
