Create/update issues from Microsoft PowerApps in Jira hosted on organizations Data center

I would like to find a way to integrate a PowerApps Application with on prem Jira Hosted in the organizations DataCenter in order to create, read ,update issue and upload files.

The Jira premium connector available already in the Microsoft Flow is only compatible with cloud versions of Jira.
