A Trace ID like this points to a backend provisioning failure on Atlassian's side, and it's not something that can be diagnosed or resolved from the community.
The only path forward is a support ticket directly with Atlassian. The Trace ID you have (ebabeb54bbb44653bb6fe106f6bd74ab) is exactly what their team needs to locate the failure in their logs. Use the general contact form below since the support portal sometimes asks for an existing site name, which you obviously don't have yet. Describe what you were doing and paste in the Trace ID.
One additional heads up: there is a separate active incident on Jira Cloud right now affecting some customers with intermittent errors, so if you try again today and still hit issues, that may be a factor. Worth checking the status page before retrying.
