Create outgoing application link to Microsoft Graph

I would like to create an outgoing application link from Jira to Microsoft Graph.
However I fail already at the first step. :(
When I enter https://graph.microsoft.com as application URL, a window opens briefly and the closes immediately. The log says "unauthorized".

But at this point there is not authentication yet, Jira does not know a secret yet to be able to authenticate.

How can I connect to MS Graph? Any Ideas?
