Create hiden issue

How i can configure jira to allow user to create hiden issue that can view specified groups and author of issue? As now i see Jira has Security levels but it's allow only members of specifed group created issue with hide level.

You can achieve this only using security levels (Issue Security Scheme). Can you describe what's the problem with this approach?

Security levels do more than "allow only members of specified group". You can do roles, dynamic users (Assignee or reporter), custom fields etc. See https://confluence.atlassian.com/display/JIRA/Configuring+Issue-level+Security
