Create different sets of issue types based on group membership?

I would like to configure my project in the following way:

Members of jira-users can create bugs and features
Members of jira-developers can create bugs, features, epics and stories.

The members of jira-users are mostly non-technical, infrequent users of JIRA, so I would like to present them with the simplest possible set of choices for creating issues.

No, Jira does not yet support this. This isn't a direct description of the problem, but will solve it - see https://jira.atlassian.com/browse/JRA-5865

The workarounds on there are essentially "block users at the create attempt" or "use some javascript".
