Create a custom view for a project role

I have a user who is a Project Administrator who wants to have all possible project transition buttons available on one screen so that he can fast track issues to through to a certain point or closure without having to step each issue through multiple screens.

Meanwhile all other roles will continue to progress issues through the existing workflow.

Can this be done?

It's not a "view", as the admin will use the same screens.  Modify the workflow so that it provides transitions from the status you need them to move from to the others.  Make sure the "conditions" on the transitions allow for the project admin to let them use the new transitions.
