I need steps to prepare Work item for Minutes of Meeting without using Confluence, i have added fields and screen but confused in added Actions and Decision buttons for multiple users

Below Suggesstion can help, kindly test
For action items that need to be tracked and assigned:
Work Item Creation: The person taking minutes creates Sub-tasks directly under the main "Minutes of Meeting" issue.
Assignment & Tracking: Set the Summary as the action item (e.g., "Investigate database query performance"). Set the Assignee to the responsible person (this is how you handle "multiple users"). Set a Due Date.
Completion: The assignee works on the Sub-task and moves it to Done in its separate workflow. The main Minutes issue tracks all its associated actions in the Sub-tasks panel.

Please can you explain in more detail what you are trying to achieve?
You are saying you have a list of actions from a meeting. They aren't in Confluence, but you want to create them as work items in Jira?
You can import them - https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-a-csv-file/
If this isn't what you meant, please can you provide more detail?
