Rol = impacto1+impacto2

¿Cómo puedo crear un campo de este tipo en Jira?

Calculated fields are not supported out of the box in Jira Cloud yet. There is a feature request that you can track here: JRACLOUD-61966.

That ticket has also some references to workarounds you could consider. You could add a numeric custom field and use automation to update that field with the calculated value when one of your other fields is updated. Or you could check out some of the marketplace apps referenced there as well.
