I am looking to see if there is a way to allow users to create Company Managed Software Projects without granting them other Administration permissions.
I am getting a little lost between Roles, Permissions, Groups, etc... I am only seeing the option to create a group and then add them to "Administer Jira" under Global Permissions. Can I get more granular and just chose "Create spaces" without allowing users to also modify work types, fields, workflows, etc...?

For company-managed projects, there isn't an easy, out-of-the-box way for non-admins to create new projects, at least not yet.
You could try to find a Marketplace App that enables that functionality or if you're comfortable with REST APIs, you could try to do this through Automation (e.g. Create a project where new project requests go, users choose whichever options you'll allow them to choose, Automation creates the project through REST API).
It's been open for awhile so not likely to move any time soon but Atlassian has an open suggestion for this under JRACLOUD-1431
Adding to what the others have said there are third party apps that provide the option to allow non-admins to create Company Managed projects. Here is an Atlassian Marketplace search to help you find them.

In a former job we used Delegated Project Creator for Jira (from Appfire) in a Data Center environment. We found it very useful for ensure standardized Project configurations were applied across the company, because it enabled us to create project configuration templates from which users could choose.

Sadly no. Only admins can create company-managed spaces.
If you really need users to create, give them permission as admins or the global permission administer jira:
