That is available only in the Backlog screen for a Scrum board, and currently appears to be available only for boards that are for Company Managed projects. I don't find the option available in Team Managed Software project scrum boards.
Are you working with a Scrum board?
Are you working with a Company Managed project or a Team Managed project? Get the project Type information from the Type column on the View All Projects page under the Projects menu.
Within the Scrum board Backlog screen you should find the button available in each active and future sprint where a person is assigned to at least one issue within the sprint.
Do you have sprints defined, containing one or more issues, where a person is assigned to at least one issue within the sprint?
If you have met all the above preconditions and still cannot find the report, please provide a screen image of your board backlog screen. Obscure confidential data.
