Could we make an user the default owner of issues in a particular project? If yes, how could we do that?

Hello,

You can add components to your project. For each components you can set the project lead as the default assignee. You can find more info about components here:

If you do not want to use the Components field, you can add the Update Issue post function to the create transition for all your workflows in your project and set the assignee field in this workflow.

Hello @PRIYANKA BEJ

What do you mean by owner? Assignee or reporter?

Jira offers you to choose the "compoenent" while creating an issue. If you choose the component and configure the default assignee as the component lead. Then whenever you create an issue it will automatically assign it to the component lead.
