Configuring issue link types

I must be going mad, but I just don't see this option.

I'm using the free 10-user version of Jira. Is this a limitation?

If not, where can I define link types? I really need to add a "depends on" or FF-type issue but can't see how I can do this.

I am logged in, as an administrator, but I just do not see Issues in the menu.

Hello @Xavier WALKER 

From the list you see above select Work Items

Then in the new navigation panel select Work item linking

Thank you Trudy. Unfortunately, all the searches I tried pointed to documentation and procedure that I think was linked to Jira Data center and the Cloud version is completely different.

In this regard the only difference between DC and Cloud is that Cloud has changed the terminology of "Issues" to "Work Items". That change has not taken effect everywhere yet in Cloud but the information for DC should've said select Issues then Issue Linking vs. Cloud saying Work Items then Work Items Linking.

Cloud documentation may also not be all caught up with this terminology change also.
