Configure estimation and tracking

I am a newbie. When I go to Configure estimation and tracking, I don't get a button that says configure?

Depends on what you're trying to configure.  But

Generally, you need to add the fields to issues, as the default is to only put them on certain types in certain patterns.  Go to the project admin section and look for "issue type screen scheme".  Descend into it, looking for the "screens" that are defined for create and edit.  Add the "timetracking" field to them.

Once you have the time tracking added, you probably also want to add them to the board card displays, and select it as an "estimation statistic" in the board config as well.
