My company is growing rapidly and I was recently hired as the dedicated Jira Administrator. Currently there are 50 system administrators in our instance and I need to limit the number of admins to myself and a handful of experienced back-up admins.
Many people will have their system admin rights removed and I want to communicate to those folks what that actually means for them. Does anyone have a good list or comparison of the differences between what a System Admin, Project Admin, and User can do in Jira? I have been searching the web for this information but haven’t found any simple lists of functions per permissions.

A quick answer is that they would lose most of their administration permissions for Jira Software and Jira Service Management projects. They would not be able to change any shared schemes or shared custom fields or any system level administration.
If their project still uses a simplified workflow, they will probably be able to change that and do a few project specific things like releases, components and project roles (People admin).
Users can only do what is granted them by the permission scheme associated with the project.
